Items to Watch for the Upcoming Board of Governors’ Meeting

Strategic Planning Committee:  The Board will hear an update on Pillars of Excellence spending through December 31, 2021.  The Board will consider approval of the updated 2025 System Strategic Plan to include a statement on civil discourse.  Finally, the Board will hear additional details on financial aid for the System’s resident undergraduate population.

Academic and Research Excellence Committee: The Board will hear the 2022 research and innovation dashboard results.  The dashboard includes metrics that quantify research activity and growth in the categories of “Research Contracts and Grants,” “Innovation,” “People,” and “Return on Investment.”

Academic and Student Affairs Committee:  The Board will discuss the next steps for implementing the recommendations from the Civil Discourse Report approved by the Board in January 2022.  The Board will also hear an update on implementing the general education core digital badges, as required in HB 1507 (2021).  Finally, the Board will consider the approval of Public Notice of Intent to Amend Board of Governors Regulation 8.011, Authorization of New Academic Degree Programs and Other Curricular Offerings, and the Public Notice of Intent to Amend Board of Governors Regulation 8.013, Limited Access.

Innovation and Online Committee:  The Board will receive the short-term recommendations in Preparing for a Post-Pandemic World in the State University System.   The Board will also consider approval of the updated 2025 Strategic Plan for Online Education and the “Focus on Quality” Committee work plan for 2022 to ensure quality in online education in the System.

Task Force on Academic and Workforce Alignment:  The Board will discuss with the System institution presidents the status of the first recommendation of the task force, which is to have each president identify and maintain a relationship with the chief executive officer of the five largest employers of their graduates.

Audit and Compliance Committee: The Board will hear a summary of the Data Integrity Certification process and results.  The Board will also hear the status of the progress to date regarding the financial internal controls review for university direct-support organizations (DSOs).  Finally, the Board will consider approval of four board regulation updates:

  • Regulation 4.001, University System Processes for Complaints of Waste, Fraud, or Financial Mismanagement
  • Regulation 4.002, State University System Chief Audit Executives
  • Regulation 4.003, State University System Compliance and Ethics Programs
  • Regulation 4.004, Board of Governors Oversight Enforcement Authority

Budget and Finance Committee: The Board will consider approval of the estimated 2022-2023 operating budgets for auxiliary facilities that have bond covenants which require Board approval.  The Board will also hear an update on the 2022-2023 appropriations budget.

Facilities Committee: The Board will consider authorization of a resolution approving the issuance of debt by the Florida State University Research Foundation, Inc. (FSURF) to provide funding to FSU to finance a portion of the construction of the Interdisciplinary Research and Commercialization Building (IRCB).  The Board will also hear an update on the 2022-23 Fixed Capital Outlay Legislative Budget Request.

Full Board:  The Board will recognize the service of H. Wayne Huizenga, Jr. on the Board of Governors.  The Board will consider the appointment of Ms. Rhea Law as the president of the University of South Florida.  The Board will also consider confirming the reappointment of Dr. Randy Avent as the president of Florida Polytechnic University.  Finally, the Board will hear an update on the presidential searches for Florida Gulf Coast University, Florida International University, and the University of Florida.
