Florida Board of Governors Champions Institutional Accountability and Student Success

TALLAHASSEE, Fla. — The Florida Board of Governors approved updates to Performance-Based Funding (PBF) Model Metric 10: Board of Trustees Choice. These updates provide additional metrics for universities to achieve in order to be allocated additional funds through the PBF Model. Performance-Based Funding holds the 12 public institutions accountable by targeting and fulfilling standards that elevate and support student success.

“As the nation’s top higher education System, we work closely with our university Boards of Trustees to prioritize operational excellence,” said Florida Board of Governors Chair Alan Levine. “Our Boards of Trustees bring exceptional leadership and a deep understanding of their institutions, ensuring strong, effective governance across the System. By collaborating to enhance accountability through Performance‑Based Funding, we ensure our universities provide students with the tools and resources they need for academic success and strong post‑graduation outcomes.”

“The updates to the PBF Model Metric 10 reflect our universities’ continued commitment to identifying best practices and strengthening areas of growth,” said State University System Chancellor Ray Rodrigues. “Student success remains the foundation of the State University System, driving each institution to assess and implement strategies that deliver the most meaningful results. These efforts directly support Florida’s workforce needs and bolster the state’s economic prosperity by preparing graduates to excel in high‑demand fields.”

On November 6, 2025, the Board approved changes to the PBF Model. Included in those changes was a request that the University Boards of Trustees submit to the Board a new Metric 10 for approval in January to be part of the new PBF model effective in 2027. Each University Board of Trustees has chosen a new Metric 10 from the following list of options:

  • Annual Giving ($)
  • Shared Initiatives Savings
  • Percent of Bachelor’s Degree Completers with Internships
  • Professional Licensure & Certification Exam Pass Rates
  • National Academy Members
  • Total Research Expenditures
