The Florida Board of Governors approved updates to the Performance-Based Funding (PBF) Model, as well as new metrics and goals for SUS 30, the State University System of Florida (SUS) Strategic Plan.
“As the leading State University System in the nation, now is the time to continue raising the bar,” said SUS Chancellor Ray Rodrigues. “In alignment with university presidents, we are setting the stage for strategic growth across our universities to achieve our 2030 objectives and elevate student outcomes. New benchmarks that encourage continuous improvement ensure that Florida remains the premier destination for students to reach their higher education goals.”
“To remain #1, we need to continue pushing ourselves to new heights,” said Board Chair Brian Lamb. “Many of our universities are already exceeding expectations in several of our existing PBF metrics, meaning we need to reexamine and update our standards to stay competitive on the national stage. I am grateful for the collaboration across our 12 institutions to implement new goals that hold us accountable and drive our momentum to ensure a strong return on investment for students, families, and Floridians.”
As the #1 System in the nation for higher education, the SUS 30 outlines the mission, vision, values, and priority areas for the SUS, ensuring the SUS remains focused on goals while seizing new opportunities. The approved changes reset the PBF Model and align with the SUS 30 to push for higher outcomes at Florida public institutions. While updates to SUS 30 and the PBF Model go into effect in 2026, PBF funding allocations will not be impacted by the new model until 2027. Updates to SUS 30 and the PBF Model include:
- The new list of Programs of Strategic Emphasis will now appear in 2026 Accountability Plans, with PBF goals of 45% for the number of bachelor’s degrees awarded on the updated list and 50% for graduate degrees awarded.
- Establish Areas of Expertise across all 12 institutions. Each state university will elevate Areas of Expertise and intentionally prioritize resources to lead the state and nation in those areas.
- Approved the Iconic Companies list, which fosters new or enhanced relationships between iconic companies and SUS universities, highlighting critical areas of workforce needs and ensuring that iconic companies across different sectors will prioritize hiring SUS graduates.
