Director, Finance and Facilities

The Director, Finance and Facilities reports to the Vice Chancellor, Finance and Administration/CFO, and is responsible for Fixed Capital Outlay budget requests, bond debt, Educational Plant Surveys and related finance and facility issues for the State University System (SUS). The position is responsible for gathering data and development of budget and financial information, policies and guidelines on all bond, Public Private Partnerships (P3) and debt issues relative to the SUS for the Board of Governors.  Duties include, but are not limited to:

  • Advises and assists the Vice Chancellor with Fixed Capital Outlay legislative budget request and budget development as required and performs administrative work as necessary;
  • Directs the review and preparation of Educational Plant Surveys for each university;
  • Develops the annual facilities legislative budget request;
  • Makes presentations to the Board of Governors, Legislature, and other entities as required;
  • Staffs the Board of Governors’ Facilities Committee;
  • Works with the Division of Bond Finance and rating agencies involved in the development and sale of bonds;
  • Creates, develops, sizes, structures and reviews financial plans for various bond issues, including but not limited to analyzing historical and performance financial reports, revenue sources, and cash flows;
  • Identifies strengths and weaknesses relative to the credit worthiness of bond financing’s;
  • Prepares fiscal analyses of outstanding bond issues, determination of monetary time requirements and investment potentials;
  • Analyzes legal documents and legislation for effect on financing and bonds issues;
  • Analyzes and reviews financial and economic reports, documents, and records of financial organizations;
  • Advises the Vice Chancellor on proposed amendments to Board regulations and guidelines that related to Finance and Facilities.;
  • Monitors debt;
  • Prepares bond issues for sale including the preparation of the required reports and notices;
  • Responsible for the oversight and update of disclosure information;
  • Supervises three employees.

Minimum Qualifications

Bachelor’s degree in related field (such as accounting, finance, business) and minimum of five years directly related professional experience with budgeting, procurement, and/or accounting. Experience working at a university or knowledgeable about university finances.

Preferred Qualifications

Master’s degree in accounting, finance, business or related field. Certified Public Accountant.

Hiring Range

This is a Select Exempt position. Salary is commensurate with experience.
