DEFINITION:                                                                     
   The Talented 20 Year is the High School Graduation Year in which             
   the student was determined to be a Talented 20 student. This date            
   will be program generated through the edit process.

ALGORITHM:                                                                      
   The file will be matched to the Talented 20 file based on SSN and            
   birthdate.                                                                   
   If no match on SSN and birthdate is found, the files will be                 
   matched on first 10 digits of both first and last name and birth-            
   date.  If a match is found, the high school codes are compared.              
   if the high school codes do not match, a visual check of the                 
   match is made.                                                               
   For Retention: A missing value of '.' is generated if the student            
      is not matched to the Talented 20 file.
