CODING INSTRUCTIONS:                                                            
   For the Operating Budget process, Schedule III, LAS/PBS Update               
   and Cost to Continue, the program will generate a cost to the                
   state. This cost will be based on the Comptrollers Payroll Manual            
   for the State Plan.  All vacant or authorized but not established            
   records will use the average of the State Plan.  All reserve                 
   records will not have a health cost generated.                               
   On the SCD and EMPL files, code 'XX' for unfilled (01181=V,A)                
   and '00' for reserves (01181 in {O,P,R,X}).
