Introduction and Background
In June 2005, the Board of Governors adopted the State University System of Florida Strategic Plan 2005-2013. This plan provides for a systematic and ongoing evaluation of the quality and effectiveness of state universities, individually and collectively. As established in the Strategic Plan, goals for the system for 2012-2013 include:
- Goal 1: Access to and production of degrees
- Goal 2: Meeting statewide professional and workforce needs
- Goal 3: Building world-class academic programs and research capacity
- Goal 4: Meeting community needs and fulfilling unique institutional responsibilities
In its strategic planning process, the Board identified the need for a thorough evaluation to determine the optimum structure for the State University System. To assist in this effort, the Board of Governors Foundation, using private funds, hired the Pappas Consulting Group in fall 2006 to provide an independent assessment of the current structure of the System and make recommendations for the future.
The initial findings were presented at the Board of Governors meeting held on November 16, 2006. The final report, "Proposing a Blueprint for Higher Education in Florida: Outlining the Way to a Long-Term Master Plan for Higher Education in Florida" was released and presented to the Board on January24, 2007.
